What is Wrong with my car?

I Own a 1990 Chevy Camaro Rs with a 3.1l v6 engine. It has sat for about 2 years up on blocks, and under a cover in my garage. Recently I decided to fix it up and put some money into the small things i thought I would need. I bought a battery, starter, sparks, plugs, I drained and filled any gas, oil, etc... from the car, and when i went to start it nothing happened. I turned the key, and the lights came on inside so i know that the vehicle is getting power from the battery, but apart from that nothing happened. I could hear a small clicking noise under the hood, but that was it.

What could be wrong with my car, and do you have any advice or troubleshooting tips as to how i can fix it.
Both the battery and starter are brand new, and i did the plugs and wires one at a time to ensure i wouldn't mess anything up. They are all gapped properly.

How can i test the starter solenoid?

if you're just hearing a clicking and no spinning, then it could be the solenoid on the starter. maybe it seized from sitting.
if it is spinning but not turning the engine over, then the bendix is not engaging, which is still a problem with the starter.

if you're up to it, remove the starter and check out those 2 items. you can hook it up with a battery to see if it's running correctly:
the starter should spin, and the bendix should pop out and spin.

if you're not mechanically inclined, but you are comfortable with removing the starter, you can pop it out and take it to the shop; otherwise, you might just pick up a used or rebuilt one.

but kenneth is correct, too, if there isn't enough juice, the starter may not kick over (but you indicated you have a fresh battery and clean terminals by virtue)
